Islamabad, Pakistan — The Pakistan Bar Council (PBC) has taken stern notice of non-compliance by the University of Sindh, Jamshoro, with the directions of the Honorable Supreme Court and the Pakistan Bar Council Legal Education Rules, 2015. In a letter dated 4th January 2025, addressed to the Registrar of the University, the PBC highlighted serious concerns over the university’s failure to meet mandatory legal education standards and respond to repeated communications from the PBC and its Directorate of Legal Education (DLE).
The Legal Education Committee of the PBC, in its meeting on 30th November 2024, reviewed several deficiencies in the university’s legal education practices. These included non-compliance with the directive to close the semester system in affiliated law colleges, failure to provide Non-Practicing Allowance (NPA) to permanent law faculty members, lack of proper facilities in the law department, and non-submission of data regarding affiliated law colleges. The university’s continued disregard for the council’s notices and the Honorable Supreme Court’s directions prompted the committee to consider imposing a fine of Rs. 2 million and potentially de-recognizing the university’s law program.
The committee has summoned the Vice-Chancellor and Registrar of the University of Sindh to personally appear before the committee to explain the lack of compliance. It has also imposed an immediate ban on fresh admissions to the university’s LL.B. program until further notice. The university has been directed to furnish a detailed reply within two weeks, failing which the PBC may proceed with more stringent actions, including de-recognition under Rule 21 of the Pakistan Bar Council Legal Education Rules.
The PBC emphasized its commitment to ensuring quality legal education and upholding the integrity of the legal profession. This action against the University of Sindh, Jamshoro, serves as a reminder to all legal education institutions to strictly adhere to the rules and directives laid down by the council and the Honorable Supreme Court.
