POLICE BRUTALITY:
The Police Order 2002 empowers police to protect the basic rights of the residents of a region as provided in the Constitution of Pakistan, 1973. To protect the rights of the residents, the law empowers police officials with some administrative authority over the civilians to maintain law & Order. But the question is… WHETHER POLICE IS WORKING AS PER THE RULES AND REGULATIONS OR OTHERWISE
MISUSE OF POWER
Here, police officials usually misuse their powers by using coercion upon poor and weak persons to fulfill their favorable desires and demands. It works in a complete channel… The lower rank police officials trace out the citizens with high status, then they trap them by putting them in false criminal cases. After this, the said officials inform higher rank officials, who offer the innocent citizens a getaway, if the innocent citizens fulfill their illegal demands and desires. The misuse of power includes detaining the citizens and retaining their assets, opening fire, knocking out citizens, etc. It is a fact that police officials are usually not afraid of anyone, as they know that their higher officials will save them, so they keep on misusing their powers.
DISHONEST PRACTICES
Dishonest practices of police officials are one of the main reasons which is why no citizen feels safe with the police. The dishonest practices include… bribery, illegal demands, not collecting the evidence, misuse of the evidence, favoring the accused persons, not helping the prosecution, etc. It is a fact that due to the dishonest practices of police officials, many litigants do not get justice from the Court of law.
INCOMPETENT
Most of the police officials are illiterate. They don’t have the basic skills, education, and training to perform their duties wisely and properly. This incompetency has raised an alarming situation in the country as the conviction rate is below par. Furthermore, incompetent persons get police jobs based on political reasons and bribery, therefore, there is no check & balance system or scrutiny system to overcome the deficiencies of the police.
CONCLUSION
In my humble opinion, it is concluded that the police are not performing their duty up to the mark, due to which the law and order situation is not secure. Police brutality is apparent from the misconduct and dishonest practices of the police officials, due to which the citizens always remain in fear. The conduct of the police is not a welcoming one, but a harsh one for the poor and needy people, while pleasant one for the wealthy persons. The poor performance of the police speaks for itself, as the police have not had any successful progress and disposal of cases in recent years.
SUGGESTIONS
To overcome police brutality, we need to work together. We should respect the police officials so that they remain firm for us. The merit system be promoted, so that the persons who are fit for the job be appointed. The salaries of the police officials be increased, so that they avoid the corrupt practices of bribery. New technologies be used wisely, to overcome the deficiencies of the system. Lastly, new laws be created and implemented for the safety and growth of police departments.
