Conduct is define under section 15 of civil servant 1973, The conduct of a civil servant shall be regulated by rules made, or instructions issued, by government or a prescribed authority, whether generally or in respect of a specified group or class of civil servants.

According to the section 2 clause 4 civil servant efficiency and discipline rule 1973, Misconduct is defined as the conduct prejudicial to good order to service discipline on contrary to the government servants(conduct) Rules, 1964 or unbecoming of an officer and a gentleman includes, any act on the part of a government servant to bring or attempt to bring political or other outside influence directly or indirectly to bear on the government or any government, promotion, transfer, punishment, retirement or other conditions of service of a government servant; and
