New Copyright Bill Proposes Formation of IP Tribunal

Islamabad — The National Assembly of Pakistan has introduced an amendment to the Copyright Ordinance 1962 that would modernize Pakistan’s copyright regime by adding statutory licenses for cover versions and broadcasts, a compulsory accessible-format license for visually impaired/print-disabled persons, anti-circumvention/TPM and rights-management protections, higher minimum fines and prison terms, creation of an IP Tribunal, formal recognition of collective management organizations and validation of e-documents — while shifting some oversight toward the Intellectual Property Organization of Pakistan and aligning with international norms such as those promoted by the World Intellectual Property Organization; the bill’s sponsors say the changes aim to protect creators, improve royalty collection and attract investment.
