Ad-hoc in latin means “for this purpose only”. Generally, it means created or done for a particular purpose as necessary. Sec 2 of a civil servant act 1973 defines, ad hoc appointment means appointment of a duly qualified person made otherwise than in accordance with the prescribed method of recruitment, pending of recruitment in accordance with such method. Appointment on ad hoc basis would not count for purpose of seniority. In accordance with Federal public service commission functions rules, ad-hoc-basis means, when used with reference to an appointment, means appointment of a person on temporary basis pending appointment of a person nominated by the commission. A short term vacancies in the posts falling within the purview of the commission and vacancies occurring as a result of creation of temporary posts for a period not exceeding six months, may be filled by the appointing authority otherwise that through the commission on a purely temporary basis after advertising the vacancy –Section 20. The post shall be advertised and the same procedures as laid down for initial appointment shall be followed in making ad-hoc appointments. when under the federal public service commission (Functions) Rules, 1978, a post is requested to be filled through the commission, the appointing authority shall forward a requisition to the commission on a prescribed form immediately. Rule 3 sub-rule 1 illustrates that a post filled on ad-hoc basis for a period of six months or less provided that ; no ad-hoc appointment shall be made before placing a requisition with commission for regular appointment; and before filling the post on ad-hoc basis, prior approval shall be obtained from the commission.
NLR 2003 Service SC 112, No right as to continuation of service vests in a person appointed on ad hoc basis. Only safeguard provided in section 11 -3 is that service of such appointee shall be liable to termination on fourteen days notice or pay in lieu thereof.
