Domestic violence remains a pressing issue in many societies worldwide, including Pakistan. It encompasses various forms of abuse, such as physical, emotional, sexual, and financial, inflicted upon
individuals. This article explores the prevalence of domestic violence in Pakistan, the legal framework in
place to combat it, and the initiatives undertaken to protect victims and promote gender equality.

Prevalence of Domestic Violence in Pakistan:

Domestic violence affects individuals regardless of their social, economic, or educational background. In
Pakistan, numerous studies and reports have shed light on the alarming prevalence of this issue.
According to the Pakistan Demographic and Health Survey (2017-18), nearly one in three married
women (32%) in the country experienced some form of abuse from their husbands.

Legal Framework:

The Government of Pakistan has enacted various laws and established institutions to address domestic violence and protect victims. The key legislation related to this issue includes:

  • The Protection of Women (Criminal Laws Amendment) Act, 2006: This law criminalizes several forms of violence against women, including domestic violence, and imposes penalties for offenders.
  • The Domestic Violence (Prevention and Protection) Act, 2013: This legislation provides a comprehensive framework for the prevention and protection of victims of domestic violence. It defines domestic violence broadly, establishes protection orders, and mandates the creation of protection committees at the district and local levels.
  • The Acid Control and Acid Crime Prevention Act, 2011: This law specifically targets acid attacks, a form of violence often perpetrated within domestic relationships. It criminalizes acid attacks, regulates the sale of acid, and imposes strict punishments for offenders.

 

Initiatives and Support Services:

Alongside the legal framework, various governmental and non-governmental initiatives have been implemented to combat domestic violence and support victims. These initiatives aim to raise awareness, provide counseling and legal assistance, and most significantly in empowering survivors. Some notable efforts include;

Violence against Women Centers (VAWCs)” : These centers, established in multiple cities across Pakistan offers a range of services to survivors of domestic violence, including medical treatment, legal aid, counseling, and temporary shelter.

 

Helplines:

Several helplines, such as the Violence Against Women Helpline and Madadgar National Helpline, provide round-the-clock support and guidance to victims of domestic violence.

Awareness Campaigns:

The government, in collaboration with civil society organizations, conducts awareness campaigns to educate the public about domestic violence, its consequences, and available support services. These campaigns aim to challenge societal norms and promote gender equality.

Challenges and Future Outlook:

Despite the legal framework and initiatives, challenges persist in effectively addressing domestic violence in Pakistan. Some key challenges include the underreporting of cases, social stigma, inadequate implementation of laws, and a need for improved access to support services, particularly in rural areas. To overcome these challenges, continued efforts are required to strengthen the legal framework, enhance awareness, and ensure the efficient implementation of existing laws. Collaboration between governmental bodies, civil society organizations, and community leaders is crucial to creating a society free from domestic violence and ensuring the well-being of all individuals.
